The creation of the Soviet Socialist State, the construction of a new state apparatus, was one of the "most serious and most difficult tasks facing the victorious proletariat."1 Without the apparatus of its political domination, the working class could not carry out the most important socio-economic transformations and build a socialist society. The fate of the socialist revolution depended on the ability of the class that won power to create and control a new State apparatus. The history of the construction of the socialist state in our country in the first years after the Great October Revolution has always attracted the attention of researchers .2 The leading role of the working class in shaping the system of central and local government bodies is being studied.
