Public-state training (UCP) of the personnel of the Armed Forces of the Russian Federation in the 2000 academic year is aimed at explaining to the troops (forces) the state policy in the field of national defense and military reform, strengthening the rule of law and military discipline, maintaining high combat readiness of formations, military units and ships, and successfully performing combat training tasks.
Standard curricula are mandatory for implementation in all military administration bodies and troops (forces).
Taking into account the specific nature of the tasks to be solved, the situation in the areas where the troops (forces) are stationed, the level of training of the military personnel, and the degree of psychological and physical stress on the personnel, the educational authorities may make necessary additions to these plans: clarify the wording and sequence of studying the established topics, redistribute the recommended training hours, and change the methods of conducting classes.
The calendar training plans developed in military units in accordance with the specified additions and the number of training hours established for the year (training period) are approved by the relevant commanders (superiors) and included in the combat (command) training plans.
The reserve of study time is used during the academic year (training period) to address new educational and training tasks, such as studying current legislation, documents on current issues of military reform, the history and traditions of troops (forces), military units (ships), and discussing pressing issues related to strengthening military discipline, maintaining law and order, and training and education of military personnel.
The procedure and norms for using the reserve of training time in subordinate troops (forces) are established by the educational bodies of the Armed Forces, branches of the Armed Forces, military districts (fleets), and their equivalents.
In the groups of soldiers (seamen) and sergeants (chief petty officers), additional classes or self-study can be organized on the most important topics using the reserve of training time, as well as during the hours allocated by the daily schedule for educational and cultural activities.
Officer training classes for formations and military units (ships) are planned and conducted at a rate of 6 training hours per month, including at least 4 hours on command training days.
Heads of training groups and military personnel studying at higher military educational institutions are exempt from scheduled classes.
Classes with warrant officers and midshipmen are held weekly for at least 3 hours in the morning on days specified by order of the unit. Groups of warrant officers and midshipmen are created on the scale of a military unit (ship) or division.
Warrant officers (midshipmen) with higher education, as well as those in officer positions, may be assigned to the relevant officer groups by the commander of the military unit.
OGP of the variable composition in warrant officer (midshipman) schools, as well as in training units that train specialists and junior commanders, is conducted according to training plans N 7 and N 8, respectively, during the entire training period, twice a week for a total of at least 3 hours in the morning.
With cadets (students) of military educational institutions of the Ministry of Defense of the Russian Federation
The OGP is conducted according to the curricula and programs of the humanities and socio-economic disciplines at the relevant departments (cycles).
Classes on military science are held twice a week for 2 hours in the morning for soldiers, sailors, sergeants, and petty officers throughout the academic year; on ships and in coastal bases of naval units, classes are held once a week for 3 hours.
Groups of soldiers, sailors, and cadets are usually formed by platoons and similar units; groups of conscripted sergeants (chief petty officers) are formed by companies and battalions; groups of contract sergeants (chief petty officers) are formed by battalions, units, and ships.
Classes for young soldiers and sailors during their first month of service are held in separate groups according to curriculum No. 6.
Classes on the General Military Training of female military personnel are organized, if possible, as part of training groups corresponding to their military positions, or in separate groups according to the curriculum No. 3. At the same time, the commander of the military unit may adjust the 2nd and 3rd sections of the thematic plan, taking into account the duties, social, psychological, age, and other characteristics of this category of military personnel.
During exercises, field (sea) exercises (hikes) with personnel of formations and units operating as part of peacekeeping forces, as well as performing other tasks away from their permanent locations, the OGP is organized and conducted depending on the situation and the nature of the tasks being performed, but at least one hour per week according to training plans common to the relevant categories of personnel, or special training plans developed by the educational departments of the Armed Forces, military districts (fleets), associations, or formations (units) performing these tasks.
The procedure for organizing and conducting training sessions in a military administration body, unit, military unit, institution, and enterprise of the Ministry of Defense of the Russian Federation is established by order of the relevant commander (chief) for the academic year (training period).
The order defines: the tasks of the UCP for the academic year (training period); the composition of training groups (by division or personally, if the groups are formed from several structural divisions (services), while the number of the group should not exceed 30 - 35 people); the heads of training groups, their deputies and assistants; the place and time of conducting the training. the procedure for allocating official time to the heads of training groups of the UCP for preparing for classes (at least 4 hours weekly); the time of conducting instructional and methodological classes with the heads of training groups on the UCP topic for the next month (at least once a month for 2 - 3 hours), as well as officials responsible for for conducting them;
officers and warrant officers (midshipmen) who are exempted from scheduled training.
When selecting and appointing group leaders, it is generally necessary to follow the principle that the leader teaches and trains his subordinates. Commanders (chiefs), their deputies, heads of departments (divisions) and services, as well as the most theoretically and methodologically prepared warrant officers and midshipmen holding officer positions, are appointed as leaders of training groups.
At the same time, a deputy head of the training group is selected to perform the head's duties in case of a business trip, vacation, etc.
Before the start of each training period, two-day training and methodological sessions are planned and held with group leaders in the formations (units). The plan for the sessions is approved by the commander of the formation (unit) on the basis of a proposal from the deputy commander for educational work. During the sessions, the following are provided: summarizing the results of the training period and setting objectives for the next training period;
speeches by higher-ranking commanders (superiors), representatives of local government bodies, social scientists, and cultural and artistic figures on current theoretical and practical issues related to the functioning of the state, society, and the Armed Forces of the Russian Federation; exchange of experience among the best methodologists; demonstration exercises; review and instructional lectures, reports on the topics of the upcoming training period, and other events.
At the end of each month, group leaders attend 2-3-hour instructional and methodological sessions, where they practice the topics for the next month, discuss their content and methodology, the procedure for preparing and using visual aids, review the recommended educational, methodological, artistic, and memoir literature, and analyze the experience and shortcomings in organizing the OGP in the past month.
In order to improve the effectiveness of military training, discussions, interviews, practical exercises, business games, round tables, and other active forms of training, including the use of video and audio equipment, personal computers, and other technical devices, are included in the training of military personnel, especially officers and warrant officers.
During classes in the OGP groups of soldiers, sailors, sergeants, and petty officers, training videos on OGP are used, which are recommended by the Main Directorate for Educational Work of the Armed Forces of the Russian Federation, as well as those prepared independently.
The plan-notes for conducting classes on each topic are developed by the group leader and approved by his immediate commander (chief) no later than 1-2 days before the class. The plan for a class held on a unit, military unit, or military administration body scale is approved by the relevant commander (chief). The group leader ensures that the plan-notes are kept safe throughout the academic year.
Educational and methodological support for the OGP is provided by the educational work bodies, information and methodological centers of the Armed Forces of the Russian Federation, military districts, and fleets. For this purpose, the scientific and pedagogical potential of the departments of humanitarian and socio-economic disciplines of military educational institutions of the Ministry of Defense of the Russian Federation is used, as well as the capabilities of the military press.
Each soldier (seaman), sergeant (chief petty officer) is provided with a reading book (textbook) on the subject of "In the Service of the Fatherland", a notebook for notes on the subject of "In the Service of the Fatherland", and writing utensils, and each training group is provided with geographical maps of Russia and the world.
Libraries in military units create and accumulate collections, organize exhibitions of scientific, educational, and fiction literature, periodicals, and other materials on the subject of the Armed Forces, and hold reading conferences and meetings with writers, editors, and journalists from periodicals.
Thematic screenings and discussions of feature and documentary films and videos are organized at officers' homes and military unit clubs, as well as meetings with famous people, lawyers, and other events that complement the training sessions on the Fundamentals of Military Law, which are recorded in the training logs.
The degree of mastery of the training program is assessed using a four-point scale:
on inspection checks - on the topics studied since the beginning of the academic year; on final checks - at the end of the academic year; during control checks -? by decision of the relevant commanders and chiefs, but at least 2 times during the period of training in each training group, about which entries are made in the journals. Individual assessments of trainees, assessments of training groups, units, military units and formations in social and state training, as well as group leaders, are determined in accordance with the requirements of the 1993 Order of the Minister of Defense of the Russian Federation No. 250.
